wastgate actuator?

I was wondering how to check if my wastegate actuator is working correctly? I have the engien out right now and i am just going over everything to make sure its in good order, and the arm coming from the actuator doesnt move at all, and my dad keeps complaining on how it has to be bad but he has no experience with turbos and i have mild experience with them. when the engine was in the car the car would hold boost fine with about 2-3 psi spike but only in a 3rd gear pull and it would only spike in the higher rpms.

A boost "spike" is a momentary overshoot of your boost controller's set boost level which usually hits on the onset of boost. What you describe sounds more like boost creep (sustained overshoot of boost in later rpms) which is likely a result of your full 3" exhaust.

Since the turbo is off.. remove the turbine housing (one nut on the v-band) and port the inlet to the wastegate bypass passage to promote flow :dsm:
 
the turbo is actually not off but the engine is out of the car in the near future i will be upgrading to a bigger turbo and i do not have a high speed diegrinder port it but i will hook up a line from the aircompressor and see if it works.
