WHen cool turbo screeches

I guess it would be good to ask you guys since everyone on here knows a lot of dsm's. I bought an automatic 95 eagle talon tsi. The car only has 45,xxx miles on it but it has a problem. Ever since i bought the car which was 3 weeks ago the turbo when the car was not warmed up and driven around a bit screeched. It also had a engine noise when cold but its gone after i put Lucas oil in with my last oil change. However the turbo still screeches. My cousin has a gs-t with the t25 and it does not screech when not warmed up. Any suggestions on how to get rid of the noise or should i quit being cheap and just get the Evo 16g . I don't really want to do it until winter is over because ill have a lot more money from working and i can do all the other required stage 1 upgrades before a turbo upgrade.I only have 2 of the upgrades done now. I have searched for this in the forum and tech guide but i cant find an answer anywhere. When i search for screeching i get a thing for Shep's racing time? I'm no where near Shep and I will never be either.. . i just want low 13's.
 
I'm pretty sure because when the turbo starts to spool it makes the noise? Ill have to check tomorrow morning maybe it is the belt. Well my turbo spools pretty low rpm. i think 2200.. so it might be a belt.. ill look up the belt problem and see if mine sound is like that.
 
Pull the intake hose off the turbo and check for shaft play when the car is not running and is cool. Otherwise it's more likely a belt. Look at your belts and see if they're old and cracked. And check the tension to make sure they're tight.
 
It only makes the noise when cold right? It's hard to tell without hearing the noise but it if it is only making it when cold then it may be that you have a hairline crack in your turbo's exhaust housing, and you are hearing a different noise from your compressor wheel than the normal hissing sound. Once the car warms up the crack swells together because of the heat and goes away. That is the case on my car but it is not a screeching sound, and you can only hear it when you see the boost come up above 0. Like someone already said check your shaft play on your turbo, your blades maybe scrapping and getting chewed up and take a look at the exhaust housing if that is not the problem. Start your car up with the hood open and rev the engine a little and see if you can hear the belts, the turbo will not spool at a stand still with only a little throttle. so if it makes the noise then it probably is not the turbo. Check to see that all you belt have good tension (timing, waterpump, alternator, power steering) and try some belt dressing on them. Hopefully it is something simple and not a turbo on it's way out. Also that engine noise you heard was probably lifter tick. It does go away with cleaning the lifters and using Lucas oil, but it will come back every so often. It is normal on the 1st and 2nd generation cars.
