oil on plug, low compression

Ok I've got 10psi on cyl #1. There is oil on the piston and on the plug. Now I took the valve cover off and saw that the intake valves are closed I turned the motor over just a little to make the intake valves open on that cyl and I couldn't see the piston anymore a small pool of oil filled the piston dish.
So I'm guessing this I have leaking valves in more than one way there not closing all the way and my valve seals are gone in that cyl. Does this sound like my problem or could it be something different?

I'd suspect Head Gasket or valves. May want to do a Leakdown Test to be sure.

Is #2 cyl also down on compression?

no the compression is 155,155,155,10

ummm.... Bent Valves.... or Blown rings but i doubt it would go to 10 with blown rings.
