Question, Help is wanted

I have a 95 talon w/ airbags but I have a srs light that has been illuminated since I had the car after I found out the srs bulb was pulled out of the dash before I bought the car :thumbdown along with the check engine light . my question is that If you have a srs airbag error light does that mean the airbags dont work if so I was looking to have some fun and put a diffrent steering wheel in.

Ps:I check the OBD II Code and its because of the test pipe
 
Correct me if I'm wrong, but I believe the airbag's control unit is what illuminates the light. It's most likely a malfunction of that control unit. At least that's what I've seen happen before to others. Replacing the control unit fixed the problem.
