boost doesnt build up a whole lot....

ok heres the problem im having, I was having a major boost leak, so i did a leak test and heard the leak, (it was coming from behind the intake manifold, well after searching i found out that there was a small nozzle underneath the intake manifold that had no line running to it, just a peice of cut line (engine was replaced a little while ago) well in searching i found a line that wasnt connected (it is shown in the pic the arrow points to it) so i connected that line to the nozzle figuring it was the problem. Well i take the car for a ride, it barely builds boost maybe like 4-5lbs at most. You hear NOTHING from the bov at all. When I plugged up the line i felt the boost coming through the turbo, when i put the line to that nozzle i felt boost coming through the turbo. Any Ideas...i dont believe i have any other leaks, i cant find anything else at all. Oh and anyone have a clue where that line that was disconnected should lead?

Just remove the emissions crap and block the EGR.
