HELP? car issue

alright so I was driving home tonight everything seemed to be fine, I downshifted to turn onto my street and for whatever reason my RPM's stayed high as if I was pushing the gas pedal even tho I wasnt... so instantly I was like "WTF" it didnt make any sense so I turned my car off and then back on and again it reved to like 5-6k as if I was on the gas... so I turned it off again. now THIS time when I went to try and turn it on again my pos wouldnt start.. WTF it makes a noise as if the belt is turning and I can see the belt turning but the engine isnt moving anywhere.. does anyone have a IDEA wtf could cause this problem.. Im completly clueless.. thanks alot guys

Could you be more clear on this? What belt do you see moving?

the the main accessory belt. I think its the one with the waterpump etc.
