Can't boost pass 9psi?

I have a friend who has a 2G FWD. The engine has been rebuilt with pistons and rods, I'm not sure which brands. He has the apexi fmic I believe. He had a hahn s16G. He couldn't boost pass 9 psi. I re-did all his vacuum lines, put a new wastegate on, new BOV on, and even ran off the wastegate, instead of the avcr. I called hahn, they said do leak test and if leak test is good, then it's the turbo. He wanted to upgrade, so I sold him my S20G, which only has 3k on it. I personally ran 16 psi on this turbo, as it is a 16psi wastegate. I put the new turbo on and still same problem. When I do the leak test, the boost gauge won't go pass 2psi, and I don't hear it leaking out anywhere. Any suggestions? Thanks, Martin.

Thats odd, if you can't get past 2psi during a leak test and you're not leaking anywhere? All I can say is you must have a huge leak. I remember when I first got mine, I couldn't go past 1psi with the leak tester. Turned out to be the intake manifold gasket had blown apart on runner #1. It leaked as fast as I pumped air into the system. Maybe, its leaking so fast you think you hear the air feeding, via the leak tester, and simultenously leaking somewhere else.
