Wont rev past 4k

I'm new to the foroum but have been on many forums looking for something. I have a 97 Eclipse that has a turbo kit in it. I bought it at auction through repo people and I spent 2 g's on it.

When I went to drive it to make sure everything is kewl, I tryed to pull out and the second that the car hits 4 k its almost like a rev limiter it stops reving. If I'm going up a hill it may be before 4k when it stops reving. I can here the turbo spool and the blow off blow. But I have no idea what the problem could be....

Please help me out. By the way I will post pics up sometime tomorrow I know almost nothing about the car. I think it is a HRC stage 2 turbo kit. The guy that it was repo'd from has like everything torn out ofthe damn car. I'm so confused... he cut the ECU. its the wierdest thing I have ever seen..

Another problem Sun roof or lights behind the dash dont work.... Seems like its leaking antifreeze from somwhere on the left side cant see where... The guy that had it before stole all the gauges that were in the apiller cause I see all the wires down under the dash, also there is a stick that looks like a turbo timer but doesnt get any power.. So confusing any help.. anyone?

CHECK ENGINE LIGHT IS ON, if you turn it off.... It will rev past 4k.. what the hell is going on?

You wouldn't happen to know what the CEL was for, do you?

I do not know why it was on. But talking to this guy on another forum he says he thinks its not chipped. Like the guy that owned the car before me tore out the chip... Do you think this is possible and if so where would I buy a chip for it?
