Can't Crank Up the Boost

Just installed a Ric Gillis boost controller on my 2nd gen FWD. Other than the contoller, the only perf. mods are a 3" cat back, K&N and a Walbro 255 HP fuel pump. Got the thing cranked all the way in and I'm only maxing 13.5psi of boost. That's only 1psi over stock. Why is this happening? I used metal hose clamps on all the boost lines that hook up the contoller. Got em cranked down pretty good. Maybe this cause a tear in one of the lines. How do I check to see if any of the lines are leaking at the fittings?
