buying a 90 laser (??)

from idle to 4000 it pulls fine, but at 4500 it doesn't want to rev past that, the car is 100% stock, and has a new turbo installed by the dealer. and there is a lot of vibration under full boost at WOT. also its making about 13psi. isn't that high for stock? when it gets to 4500 it feels almost like the clutch is slipping but the revs dont increase. and the rpms wont go past 5500. i'm thinking its a dirty ass air filter, i didn't check it but if i buy it the KN is going on it

btw its a 90, fwd, 157,000, GREAT SHAPE. one owner (i've seen the carfax for it).
and they are asking $1950.
*edit* ohh yea new tbelt, balance shafts belt, water pump, all other belts and hoses also replaced.

i drove it all day today, no air filter at all. :thumbdown:
7psi boost fine, pulls fine
7+psi shakes, vibrates and pulls like a 1.8

also the oil press is high.

i'm guess a dirty fuel fiter, fuel pump, or maybe FPR
