Boost leak maybe?

Alright guys, here is the problem. When in first gear, I don't even reach full spool (15 psi). I can take the rpm's to 5 or 6k and the boost reads around 8. Until that point, it's like I am driving a nt car then when it my boost goes up, I feel a pull. 2nd, 3rd, and 4th when I punch it, I feel a little pull but not like it used to. Do I have a boost leak? We hooked up a boost leak tester and we heard a little air coming from what I believe to be the wastegate actuator. Could that be causing my car to not hit above like 8 lbs in 1st and barely pull in all other gears? Any help would be greatly appreciated. Mods are ported 14b, taylor race wires, ngk bpr7es, 2 1/2 inch cat back exhaust, k&n filter.
 
A wastegate stuck open would do that, and yes a boost leak would be able to leak enough to cause you to only boost 8psi...meanwhile your turbo is working its ass off to push that kind of boost.

Alright thx alot. I am going to try and change my actuator and see if that fixes it. Like I said before I do hear air coming from what I believe to be my actuator. Changed my spark plugs other day and the car pulls alot harder now even though first gear is still not boosting all the way. I just needed someone else to verify what I thought was the problem. Thx alot Andrew.
