3 cyclinder is skipping

OK, I am not an expert on these cars but..... my mechanic recently installed a true imported EVO3 engine in my 1995 TSI AWD. When the swap was done the third cyclinder was not firing. So it was leak down tested and compression tested and the results came back perfect! We tried new plug wires twice, still skipped. Bought a new coil pack, still skipped. It is getting compressions, fuel and spark but it still skips. It is a dead skip and no matter the RPM's it skips.

Any clues or ideas what to try or what it could be?

I am going to take a guess at this and think that you are using the 1g cas. if I am wrong well then I am wrong. did you swap the plug wires and invert the wires at the ecu? also how do you have it wired? did you check all the connections on the fuel injectors? last thing to check, what is your base timing at?
