Low boost on new B16g and rebuit eng ??

I just slaped on a rebuilt big 16 g turbo on my car but the exhaust housing is old and so is the exhaust manifold they both have small cracks in them. I know that this is inevitable but is this keeping me from getting full boost. THe engine is rebuilt and runs great compression but i can only boost like 9-10 psi even when i use my mbc.
 
Did you put the turbo right on the freshly rebuilt engine? The engine will have residual metal shavings and crap all up inside of it, and that will kill whatever turbo you put on there in short order. Most guys I know use a junker 14b to break in a rebuilt engine on, so they don't kill their real turbos.
