What in the world does that mean? 97 Eclipse RS manual trans.

I don't know about an N/T but on a turbo car the purge control valve is attached to the charcoal canister and has lines the run to the EGR, sounds like it's telling you the purge control valve is not working becasue

1. It's broke
2. a ripped vaccum line or a vaccum line that came off.

Basically that code is set when the computer determines that air flow has been restricted in the evaporative emissions system. This can be in the form of a blocked or pinched line of a partially stuck or failing component in the evaporative emissions system.
Read that tech article and I'll go in to more detail once you know which areas to start hunting.
