Possible blown turbo or leaky seals, help needed

Ive been noticing that my car is smoking. The smoke is blue so I know oil is burning somewhere. It only smokes under boost so thats why I was thinking the old t-25 needs to go. Here is the sinerio where I first noticed alot of smoke. My car was fully warmed up and I drove to my friends shop. My car was at idle just sitting at the shop for about 10 minutes or so. When I was leaving I had to merge into heavy traffic so I got on it. A big cloud of blue smoke was trailing behind me. Ever since then I noticed a little here and there. I also had one of my friends drive my car and I followed in another car. Sure enough when boost hits 11 psi smoke started pouring out.

The only reason I am thinking it might be the seals is because the motor has been rebuilt. Its got a little over 7,000 miles on it now. I would think if the seals were leaking then it would be a constant smoke or am I mistaken?

If the turbo is blown or needs a rebuild Ill just put on the t-28 I have in my room. So please if you have some input I would appreciate it. Also if you can give me a test or way of checking the turbo that would be awesome too. Thanks in advance guys.
 
I plan on it but I need to make sure thats the problem first. Ill give that a try and get back to you guys in a little while. Thanks for the help.

If the valve seals are bad typically you'll see a big whift of blue smoke when you first accelerate.. but will taper off as the RPMs increase (seals will heat up and "seal" itself).
 
I checked it out and the turbo has oil on the inlet and so does my intake. It has a little shaft play from left to right and in and out, but not very much. Suggestions?
 
My friend is coming over now to follow me around. Im going let the turbo spool and take it up to like 4,500 rpm and see if its a continuous smoke or just at first acceleration.
 
The site was down earlier so I had to wait to post this. So I drove behind him and watched my car accelerate. The car squats down and smoke starts flowing out until he let off the gas. So Im thinking turbo, that about you guys? Im going to try and put my fp big t-28 on this weekend I guess and hope that fixes it.
