Is this hose not suppose to be connected?

Hi, I have CEL code 0443 and I am trying to fix it.

So I believe this is my EVAP canister. This circular container to the right of the rectangle box has a hose that is not connected to anything, looks like it might of been cut. Is it suppose to be like this?

Yes, it is supposed to be open to the atmosphere.
