startup problem

for the past couple of days now in the mornings and at night, pretty much when i first start my car the engine will only rev up to about 2500rpm then its like the govenor kicks on and it wont rev past that?? i removed the cruise control the other day and let the plug lying there would that cause this. And the car does through a check CEL but doesn't stay long enough to get it checked because the car will run normal if I pop the hood and and open the throttle full for a minute or so....

Does the car idle ok when you first start it?

it happens all the time and yeah it idles perfectly fine except for a little idle surge,

check for vuc. leaks and plugs getting wet. no your plug hanging will not cause it.
