This little blue filter, or what I assume is a filter is on my 90 laser. It does have a flow arrow pointing towards the engine. Also looks like it has a factory bracket.

That is a fuel check valve for the evap system, it allows vapors to the charcoal canister but not liquid gasoline-the reason for the arrow.
