not going to set boost psi

I have tried to search for an answer befor posting but i cant find any solid answers.. so here goes......
I reciently had some ic piping re-done and every thing worked great for a couple of days then the other night i was out trying to tune a bit and i noticed that with my boost pressure set at 19 "where it's always been" when i floor it it will go right to 15 psi and slowly build from there not hitting 19 untill around 6 grand or so... I went home and did a boost leak test and found several small leaks fixed them all minus the leak at my bov. i was able to get it so that it's only leaking a very little bit but the o ring inside the bov is bad so i cant get to completely seal... so i do know i have a very small leak... but after fixing the other leaks some of which were pretty bad I have no difference than befor. I have heard that this could be a sign of the turbo starting to go or comon sense says a boost leak but other than the very small leak at the bov every thing is good.....can a very tiny leak have this kind of effect? any other suggestions that i may have missed?

Have you checked the turbo for shaft play?

yes, and there is some very small in and out play and ALMOST no side to side

I did just remember thou the other day i heard some thing that sounded like a piece of plastic or something being dragged comeing from the front of the car when i was pulling into the driveway.. it stopped within a second or two and when i parked and got out to check I found nothing... the problem has not happened again sense. just figured i would throw that in

Make sure there are no boost leak and the IC piping is secure and couplers are tight. Boost controller might be broken too.

ya, actually I checked out the boost controler yesterday and tried to turn it up to see what happened. it actually raised the pressure up and held it right there. so i dont know what happened the only thing i noticed was that the set screw "turbo xs" on the top for fine adjustments was very easy to turn. Im kind of worndering if it had slowly turned it self in causeing my problems.. Im going to drive it a couple of days and make sure every thing is right and I'll find some way of keeping in the set screw in place.....
