Engine wont turn over for nothing!!!!!!

I have rebuilt engine in my car that me and my partners put together over time.

Pistons, rods, balance shaft elim kit, 1g head ported, valves, springs, retainers, 272 cams, aem cam gears, greddy timing belt, underdrive crank pulley, arp head studs, and thats about it for the engine.

Everything is connected and I am not running a/c or heat in my car so all those things are out. The car sounds like it's about to start when I try to turn it over but it just won't. I redid the timing twice and check if I was getting spark. New optima red top batter and starter. It just won't turnover I know it can be a billion things but I need help and I will go through everything anyone suggests me to do so I can get my baby up and running. Its 98 GSX with a 1g head and 1g black top cas..
 
So the engine does spin over just doesn't start correct? Your title makes it seem like its locked up. Check the fusible links that hang off the battery terminal, ensure all connectors are plugged in, the one thing I forgot to plug back in once was the knock sensor and it would not start without it.
 
The engine will turn over but it just won't start sorry about that!
Another thing when I hand turn the crank it's real hard to turn and then it gets easier as gets close to tdc. Everything is connected. I am currently taking all the connectors off and reconnecting everything making sure they are all in the right place.
 
make sure that your CAS is not 180 degrees out. If it is, it will sound like timing is off and almost want to start. I had this problem and it was tough to find. If in doubt, pull the CAS off and turn it 180 degrees and line up with the cam slot and try to start it.
 
With the CAS unbolted from the head, remove your plugs and put them back in the wires and rotate the CAS and watch the plugs to make sure you are getting proper spark to all plugs. Each half revolution you should have 2 plugs spark at a time. Also, your injectors should be spraying in sequence also. You can remove the injector rail from the head and just watch to make sure they are spraying properly. This will confirm spark and fuel and then check compression. I had very similar problems with my 6 bolt swap in my 97 GSX recently, and i had 2 problems. My CAS was 180 out and one of my new NGK spark plugs went south on me. Good luck
 
Check tha basics... duh. Vacume. There iz a circle on tha top of tha shaft that comes out of the CAS. That should face up just like the pin sticking out for the cam gears. Proper timing belt tension is a must. On tha fresh crank-up valves could have been bent. (mabe it was outta time). Pull tha cover and make sure all roller rockers are touching cams.
