boost problem

Ok guys, I have been trying to figure this problem out for almost a month now. As you can see in the profile I have the PTE 5031RE BB turbo with PTE low level actuator (12-22-psi). I can only boost about 9-10 psi now and it does not go past that. I have gone through two BC and I have also tried to disconnect the vaccum hose that goes to the actuator.

Now there is this one mechanic I talked to and he told me that it could be that your wastgate is open all the time. Is my wastegate actuator screwed up or do I have boost spike? I have all the supporting mods for this turbo with a 2g ported manifold and a 2g ported O2 housing (refer to profile). I put this setup together about 5 months ago and this problem just started like 3 1/2 weeks back. As far as boost leaks are concerned, don't think I have any. Also would tunning effect boost in anyway?

You can take a hand vacuum pump and test your acuator. Plus i would do a boost leak test because you cant always assume you dont have one. because most of the time there will be boost leaks somewere. Its best to check for them every once and a while

Now when you say a, "hand vaccum pump," do you mean a air pump (bike pump)?

Do you have your boost controller hooked up right? 9-10psi all the time sounds like you have the vacuum line straight to the wastegate?

Yes, I have the BC in between the compressor housing and the actuator.

Quick update, I tee'd of the BOV vaccum line instead and now it boosted around 12-14 psi. What could it be?

Where was it tee'd from before?

Before, I put the MBC between the compressor housing and the acutator and now I took the vaccum source from the BOV line.
