there some sort of black substance at each sides of the belt.... not sure if its normal its even a bit on the belt... my belts do squeal but not sure this is the problem.... heres some pics of it

I’m going to assume that is the tensoner pulley for the power steering/ ac compressor pump. That just the paint from when the pulley was new. Or at least that what the arrow on the bottom pic is point to. (from my POV)
