New to Las Vegas

I will be moving to the Las Vegas area sometime in May this year and was looking for some DSM advice. I currently live in New York and have been working on rebuilding a 95 Eagle Talon Tsi. Unfortunately I will not be able to take my car with me on my move, but I will be looking to buy a new DSM shortly after I arrive. I wanted to start planning my new build and begin finding parts, but am having trouble finding information about the limits I could push a car and still remain street legal. I would greatly appreciate any advice anyone could give about emissions, and power limitations (if any). Thanks

I believe Nevada is pretty lax on some stuff. Other than exhausts being too loud, and yes there are people here just hiding
