Tire problem, HELP!!!

I have a tire problem. My rear tires rubs against the *metal piece* coming from where lower control arm is and to half way above the tire. I apologize for not knowing the name of the *metal piece*. I killed both of my rear tires (potenza s03's) from the inner side wearing out. One was just showing the metal part, but the other one completely stripped.
Here is some info about my car, it is 98 gsx with eibach pro kit springs (1.3 inch lower than stock) and KYB AGX shocks (my set up: 1 in front, 2 in the rear), and I had potenza s03's (225/45/17). Then, after the incident, I got some used 215/50/17 tires on them, so I could drive to my destination.

I thought it was out of alignment (camber-wise), and put too much load on the rear tires (was carry a lot of stuff in the hatch). Can anyone help me out on this?
