Starter Whining Sometimes, New xact Flywheel (Video)

Just some history in this money pit about the clutch/flywheel problems ive had... I replaced the clutch & flywheel not too long ago because the act 2100 I had did something that caused the car to not go into any gear & the (stock) flywheel was cracked when we opened the case, yet never figured out why or what exactly happened.

I had it towed to a shop to replace it with a Spec stage 2+ Clutch kit & XACT Flywheel. But the car somewhat recently started making a whining sound, like 1 out of every 3 starts on average. In the video I started it 3 times in a row & it did it on the third. Its a painful sound, the video doesn't do justice. Any opinion on if it sounds like its ####ing my flywheel up or you think just the starter is going out & should I replace it ASAP? I don't want it damaging anything else if it is.

Also when I looked in on the starter a couple of weeks ago, one of the bolts was loose about half a MM out of the case, so I did tighten that up... Appreciate any feedback, I use this site religiously for my car so thanks wisemen.

Can any wiseman please give me some advice, help?

I would take the starter off as well as the inspection plate to to check for wear on the ring gear, where starter engages, etc. Check to make sure starter is kicking out all the way.
