That nipple is for one of the vaccum lines. If you have the T-25 you will see a nipple on the compressor housing but if you switch to say a 16g they don't have one on the housing so you use the one on the pipe instead.
 
Your BCS( boost control sylinoid) hooks up to it. If you have a MBC use it for that. Hook one end of it, forgot which one, to that, and the other to the wastegate actuator.
 
Is there any advantage to getting your pressure reading from this area(before intercooler) instead of the BOV line (after intercooler). I ask because most MBC say to just T off the BOV line. Do they do this just because its easier? I have a plugged nipple on my compressor housing but would switch it if it makes a difference.
 
It's a matter of opinion, some people get better spool up by hooking it up on the turbo nipple, others on the BOV.

Me for example, I tried it in both places, and I got better boost response on the BOV. With it connected to the turbo nipple the boost seem to be delayed a 300-400 rpm's.

My opinion to you is try it in both places and them make your choice
