14b wastegate acuator question

i just bought a 14b to install on my 2g. i just got it today and the first thing my friend did was a vacuum test on the wastegate acuator to see if it was working right. it held around 25 psi. does that sound right or is it suppose to release i know little on how it is supposed to work so can someone steer me in the right direction or tell me what to look for.

The stock 14B actuator should open at around 10 PSI!!! are you shure there are no leaks??? Maybe a hissing sound around were the rod comes out of the diaphragm???
