car won't start

i just recently installed a used motor that i just put together. the block was from a galant vr4 with 81k. when i had the head off i replace the rod bearings and i checked the pistons, they looked ok and had no play.
Now i have the motor in the car it worn't turn over is spins fast but doesn't crank over. anyone know what it could be? the head was rebuilt about 7k ago.

Wat do you meen it sins fast but doesnt turn over? Does th starter spin fast and not catch the flywheel? Or doe the motor spin fast and it not start?

the motor cranks fast. doesn't sound normal like if you crank and didn't have any gas

Check your compression... and fuel pressure

if thats fine, i would look at the igniton system or computer...

i found that the timing was off i skipped when i first started the car , so i retimed it and it started fine( lucky they didn't slam). after running for about 2 mins the car stopped running, from looking at the cam gears i notice the timing was off again, but this time it slam the valves so this is twice that the timing has skipped. what could this be ?
new idle pulley, new tension pulley and balance pulley, new btiming belt, used tensioner but looks good.
the second time i retimed it i used a nethier tensioner.
