I'm getting a 6bolt to put in my 95 talon that walked. The one I'm getting has 145k on the bottom end and 45k on the top. Compression reads 145 across all 4. What all should I do to the bottom end while the motor is out of the car? I'm thinking rod/main bearings. From the compression test can I assume that the rings are ok?

I would do rings as well. You may not need them now, but why not secure the next 60k-120k on yer motor while youre tearing it down anyway? Oh, and valve springs are a good idea while the motor is apart.

Well, the head was rebuilt and has 45k on it. When I replace rings/bearings is it a simple replace the old with the new and put it back together thing? Or do I need to do other work to it? (assuming the cylinder walls look ok) Is there anything I should take off my old 7bolt and put on this block? (My 6bolt already has an evo exhaust mani on it..) Also..do I re-use my rod/main bolts?

you must hone the cylinders so that the new rings seat well. also, make sure to put the rings on in the right position.

How much time do you have? How much money? If you have the cash, get 2g pistons on 1g rods.

Time and money are key for me, I have about a month to a month and a half to complete this because my girlfriend will be taking her car back so she can get to school this summer. Money is really important too, I'm trying to keep this as cheap as possible (I know...cheap != good..but I don't have a choice) I'm looking for this motor to last me for a while (hopefully 100k, but who knows..I'm going to stop once I hit 350hp so the motor doesn't need to be built up too much to handle what I'm looking for. I've heard that you can hone the cylinders by hand, how hard is it? I'm trying to stay away from the machine shop as I don't have a way to transport the block, nor do I know of a good shop around here (just moved a couple months ago..). If I can hone the cylinders by hand, replace the bearings/rings and have the motor last 100k I'll be MORE than happy.
