Blitz bumper install w/ projector lights

Yea, so I got this blitz front bumper blue class fiberglass, and KS brand projector lights.. TYC hasnt came out with the DOT legal ones. The headlights are 97 style, the bumper is 97 style as well. the car..a 95 talon. It should all bolt up, but the bumper will not go on with the head lights on, nor will the headlights go in with the bumper on. How can I beat this challenge? the bumper also has next to no slop like the stock one did on the area between the headlights. and getting the fender well edges to match the bumper is not gonna happen. I think the bumper is mis shapen. The bumper came from Vision Auto Dynamics, and the headlights from Checkpoint. Vision seems to be working with me but keeps asking me to try mounting it different ways, and they seem to act like its my fault. I think the kit is mis shapen. Also the bumper is already painted, it was shipped to the painting location so I had no chance of test fitting. What would you do? I can send pics to anyone interested.

so far, vision autodynamics says..WOW thats a huge gap, let me call our distributer. las ttime he said. wow, we've neve had any problems w/ our blitz kits.
