Propane instead of a larger intercooler???

I was talking to a friend today who drives a stealth R/T and he has this notion that he can upgrade his turbos and not have to worry about getting a larger intercooler, because he thinks that getting a propane kit will charge the air enough to compensate, is this true? I have no experience with propane but I have read about it lowering octane levels in order to run higher boost.
 
Raising octane levels will help, to a degree.

Having cold charge air would help more. It's like buying a $50 steak and then cooking it with a blowtorch; you really want the stainless skillet and the spice rack to do it justice.
