14b Situation

Hey guys..recently I picked up a 14b that came with the original 1g o2 housing off a '93 tsi awd; when I got home I took off the 1g 02 housing off, and RE-checked eveything...the turbo has no shaft play which is great, no oil in the turbine housing, & no visible cracks in the wastegate hole or anywhere else for that matter.

Now, I took the wastegate actuator off, and when I tried opening the wastegate flap manually, (by movng the little arm which connects to the wastegate actuator rod), it seems as if the wastegate flap is filmsy, it moves with HARDLY any effort at all. It only seals if I hold that little arm at a certain angle. Is that normal?

Secondly, (the wastegate flap), the disc seems to rotate in circles, (if I make it)..is that normal or is it supposed to be stuck in one position and not rotate?..

Thirdly, the previous owner had told me this turbo was perfect, he only took it off to install a 16g and the 14b had been laying in his garage for approx. 6months, now there is no shaft play like I mentioned earlier..BUT the comp./turbine wheel seems to move a tad slow. I mean if I move it with my finger it moves pretty easily, but doesn't stay moving for too long, is that normal? I'm guessing it's because its been laying around unused for a while.

1) are you moving the wg flapper with the actuator connected or disconnected? with the actuator connected, it should be difficult (near impossible) to move. if if flops around with the arm connected, just get a used actuator from a junkyard.
2) the wheels move slow because their is no oil pressure in the housing. the 14b I got was nearly frozed (sat for ~6 months) i oiled it up with and spun it a little and it freed right up, so I installed it and it works great (the shafts needs the oil pressure to be up to have a 'cushion' to ride on).
 
In answer to 1.) No, the actuator arm is diconnected..so im assuming it SHOULD be able to move easily. 2.) Thats what I figured, im just hella paranoid :).

Now a friend of mine was talking about spraying the ENTIRE turbo with liquid wrench (like soaking the entire turbo) in it. He said this will remove all the dirt and grime and wont harm anything. Is this true? I thought if I do this, it will loosen up all the seals and be BAD for the turbo.
 
I used wd-40 to clean mine out then oiled it up with some reg oil before installing it.

the actuator is the only thing that holds the wg closed, so with the arm off it should flop around.
