California anti-pollution devices.....

Ok, I hear that all cars made sold in California have this anti-pollution device that the other 49-states don't. Does anyone know exactly what they do to CA cars to meet their emissions standards?

-There's the EGR(Exhaust Gas Recirculation) Valve, it mount on the bottom part of the #4 runner on the intake manifold, it allow exhaust gas back into the intake via the cylinder head when the motor is cold, this allow for faster warm-up.
-The charcoat canister thingy mounted underneath the battery, I think it filter out the excess gas vapor or something.
