Boost Creep on new setup? or not

Hey guys,
I just recently put on the Apexi GT Stainless DP and Apexi N1 Catback Exhaust
Since I've done that I notice that when i'm full throttle at certain points the boost spikes
to 15lbs when all my boost controller is set at is 12lbs. It only happens most commonly in 1st/2nd gear. I heard this is normal when you have a free flowing exhaust but I dont understand what exactly is happening?

Can someone clear this up for me?

Hey man im having the same problem except i have my boost set to stock, and id creep all the way to 1.5 and sometimes 2.0 bars(greddy gauge) and this didnt happend untill I got my 3" downpipe. And sometimes when this happends ill hear a loud ass noise come from my engine like thump and my car will buck baddly. I attached a picture of my downpipe made by a performance muffler shop.
 
the basic jist of it is that you guys are getting boost creep, and gsxrider you are hitting fuel cut.

if your exhaust flows too well for the boost/turbo you're running, it will boost creep. if you search, you'll find that boost creep is your more exhaust gases going through the turbine side instead of through your wastegate. find details in the FAQ section...
