Would it be safe to run my EVO 16g with the stock 450s, 3" turbo back, 255 fp, and an afpr? Just until I get 650s and a maft.

Low boost and normal driving, sure will. Be careful not to boost it hard though, because with low boost they tend to creep. But you'll be fine as long as you don't go crazy.

keep an eye on your boost gauge, with my 3" turbo-back and evo3, creep to 25psi was not uncommon before i ported the balls out of the WG passage and entrance, and it still creeps some, just not as badly

I've been running that set up with a stock pump (will all be changed this week) i've had no real creap issues, every once in a while it'll go up to 15psi, i'm still running the stock boost controler as well which is keeping me around 11psi.
thank god i have this next week off to do all my supporting fuel mods.

With your 3" exhaust, the boost will spike to around 17psi and stock injectors cannot handle that. You would atleast need a good mbc and gauge to run the evo 16g without supporting fuel mods.

yeah get that mbc on there asap. keeep it below 15psi, and try to get those 650's (which 550's would be fine w/ the evo 3) installed as soon as possible and the maft, cus youll be hitting fuel cut real quick

With the 650s and the maft, will the compensation for the injectors throw the timing off too much or not?

a lot of cars seem to be ok with the timing and piggybacked 650s, but you can retard the base timing if you start having knock issues

My plan (when I have the $$$) is to get an eprom ECU, and a chip for the 650s, then just use the maft to fine tune it, that way, the timing isn't advanced too much.

Fuel cut has nothing to do with the size of the injectors, you can max them out but it's not fuel cut. I ran my 16g with stock 1g maf and 450s for years boosting 18-21 psi, just make sure you get that 255 and afpr in there and you should be ok at about 18psi. I would wait until you're ready for an eprom setup for maft and 660s and install maft, ecu and 660s together. At this point I would also suggest a data logger. WATCH OUT FOR THAT BOOST CREEP.
