When I bought my 91 GSX, I knew it had nowhere near the 195 hp it did when it rolled of the factory line. My mom's Subaru Impreza 2.5 RS Coupe with 165 ponies easily had my new car. I checked the turbo and it spun free as could be. I was quite disapointed.

Then I connected the acuator rod to the wastegate, something I read in my $20 shop manual. Wow, double power!

Anyways, another reason why you should check out your car before you give up on it.
 
Same thing happened to my car, it has a clamp on the end now :) Just popped off one day, and i was wondering where all the power went...
 
When the rod from the actuator pops off the wastegate, there is no preload to keep it closed. Therefore you could blow it open with anything over atmospheric pressure. All the exhaust that was supposed to be used to spin the turbo was going down the wastegate.

This should be the first thing you should look for if you find your car has a sudden significant (i.e. not seat of the pants) loss of boost/power.
 
My car had the exact same problem!!!

I drove around for 9 months thinking my turbo was blown!!!

Then I fianlly realized. I welded a big glob on the end so that baby can never come off again
 
Could any of you explain how to check this to a DSM newb? I know I must have a leak somewhere because I'll hit 14-15psi on the T25 and it does NOT put me back in my seat.
 
Yeah, AutoMeter 30-0-30. I came from a 93 Cavalier RS so I don't really know how fast to expect my GS-T to be, it seems to be fast but not "put-you-back-in-your-seat-from-the-boost" fast. I guess the only way I could find out is to have another DSM'er drive it but they seem to be pretty rare around here.
 
look right in front of the turbo the rod will connect to the exhaust side of the turbo.

btw, a friend of mine bought another 14b when it happened to him, after he got ripped off on the trader. ended up costing him $.60 to fix, but almost $200 for the turbo after the ripoff job.
 
the wastegate flapper is only loaded by the actuator itself.
there is a tension on the actuator to keep the flapper closed as long as possible
pop the sucker back on, throw a cotter pin through it and have fun
