Wheres the boost

Ok here is a brief run down....

Buddy decided to shim the wastegate. Boosted awsome but then all the sudden no boost. Took the intake tube off and long and behold the impeler nut came off. Took everything to a local turbo shop had it checked said everything was good (had to replace an impeler)Put everything back together and nothing. Vacuum is fine but no boost?? Check wastegate with compressor (dont know if its an acurate test) opens and closes still no boost?? Bypass BCS still no boost?? Do leak test no leaks?? Unplug Wastegate still no boost?? Oh I guess I forgot to mention that its a 14B pretty much stock. Even with the wastegate unpluged there should still be boost, 1 or 2 lbs. Is there something stupid that is right there stairing at me in the face? It should be 1 of 4 things right:
Turbo
BCS
Wategate
Leak
I just dont understand. Maybe I am doing something wrong!
