97-99 OEM eclipse front bumper mod

I've seen a few ppl cut out the top lip of the front bumper to expose more of their front mount intercooler (the part that is painted black on most front bumpers). Would you have to cut away some of the bumper re-bar too so it wouldn't show? Or is the re-bar well clear of this indented lip?

My car is at a body shop right now and they are going to paint the front bumper (due to a bad previous paint job). Now would be the time to perfrom this mod.

But does the bumper re-bar stay in or does it have to be taken out?
