installing new driving lights

the frame? i would think that would be the best place to ground anything.

ok so i think i messed up and blew the fuse. can i put both of the grounds together in the same place on the car.

yeah, every thing in a car is grounded to the same thing(the body or the block, which are connected for ground purposes) i dont know how you blew the fuse unless you grounded it(the fuse) directly to the car with no other load on it. did you disconnect the + terminal on the battery while you worked? if not then you may have shorted it while working.
