How to make lights stay down when turned on??

I made a big misstake when I sold my 95 3000GT, so to make it up I bought a 91 GSX but I need to know how to make the headlights turn on and stay down (snake eyes). I thought I'd be slick and just pull the popup fuse out, but then my fog lights didn't work I tried to find it "formes" but no luck. I need help

just pull the pop up fuse. Check the fuse box under the hood

oops I read it too fast. I had PIAAs on a seperate switch so I never had that problem.
