fuel pump problem

ok here it is i just got done putting my new rebuilt engine in and i have a problem. when i turn the key to the on position the in-line pump comes on and stays on, and my fuel pressure gauge goes to 40 psi and stays there, and then my tach jumps from 1000 to 8000 rpms. my datalogger is not picking up and codes or nothing. i have 310cc injectors and am(autometer) fuel pressure gauge. that is the only things done to the fuel system besides the Hrc's screaming pig and their crappy fpr.

I just wanted to add to this. I have a problem with the Hahn FPR i can not get the idle fuel pressure to go below 60psi. i have even turned it down to 20psi tighened everything. turned the car off turned it back on and right back up to 65psi it went. This causes my car to not run well at all. and stutter bad at low RPM under 2000 and take offs. Im going to change the fuel filter(has over 100,000 on it im sure) to see if that helps. Anyone else have any suggestions or a mistake i may have made.

ok i got some codes p0340 which is no cam signal at pcm and cmp sensor circuit malfunction and a p1391 which is intermittent loss of cmp or ckp
