if you cannot get the fuel pressure any lower, it may mean that you have a blockage somewhere in the return, or a problem with the regulator itself. I don't think increasing the supply line would lower pressure, it would increase volume of fuel available which is always good, but the same pressure would build if a problem somewhere in the return exists.
