The resistor doesn't care, but the circuit it is in might. Electronics can be very sensitive to voltage values, so if you need a precise resistance, you need to shell out the money to get a 1% resistor. Otherwise, if it is just to reduce the voltage in the circuit for let's say an LED, you can get away with the 10%. You can find out it's exact resistance using a DVOM if you know the resistance value of your leads.
 
yup, i have a multimeter so i got it covered but thanks for the good info.

i am trying to bypass my rear o2 sensor.

how much current flows through the heater curcuit on the o2 sensor.
