the balance shaft isnt there

ok, i am doing a timing belt on my car ( it is off a tooth) and when i finally unwedged the timing belt cover i was suprised to find that the balance shafts have been removed. or at least i think so, there is no balance belt tensioner but a bolt in its place. Where the balance shart was there is now a freeze plug and obviously there is no balance belt. i dont think this car has ever been modified before, is there a way to tell if the balance shaft has been properly removed? thank you
 
i am getting fine oil pressure and i put the new timing belt on it, but the car is still runnign like crap. it skips at idle bad and sometimes stalls, i though it was because the timimg belt was off a tooth (which it was) but i just noticed the fishy smell in the cabin so i think i finally narrowed it down to the ecu, hopefully. thanks for the replies
