do you guys think that if turbo doesn't make much boost 5psi on a t25 turbo and there is no apparent boost leak in all the hoses and all clamps were all checked and tighten you think that the wastegate actuator is broken and that the flapper is stuck open after checking the vac and boost lines test on the actuator and there was no improvement at all?

Yes it could be or maybe not because it might be something else wrong somewhere other than in the flapper valve or in another thing some other place where the boosting isn't going on because of that.
