Ive searched and cant find anything relevant to my issue noise only occurse when steering and its getting worse care is currently undrivable do to oil filter seal leak any ideas whats going on will be very appreciated thank you.

Lack of fluid, bad pump, or a leak usually makes Power Steering systems make noise.

And why dont you just replace your Oil Filter then? Most oil filters come with new seals when you buy them
 
Lack of lubrication, damaged strut mounts loose stabilizer bar or suspension bolts
 
Now that the video is actually showing up for me. I would say your steering rack is lacking in lubercation
 
I'd say stick it up onto a jack and do it. Seems like as loud as it is you would have noticed a problem with your steering a long time ago. Does the steering wheel shutter at all when you turn? That noise sounds more like strut mounts or tierod ends. Maybe the lower lateral balljoint. I'm leaning more to suspension components.
 
I lubricated all the bushings on passenger side wheel and made noise cease thanks for all your help plan to rip this car apart and rebuild from the ground up wish me luck me and my wallet! LOL
