Raspy noise from 2.5krpm to about 4k

I get a rapsy almost exaust sounding noise from 2.5k to 4kish. it seems to get louder and almost a squeel as the car gets warmer. Its coming form passenger side of the car. I have checked all heat sheilds and exaust under the car. Nothing is loose. I have checked wheel bearings, brakes, suspension,(discovered I need outer tie rod ends) I'm thinking it must be a belt? I looked at the belt and it seems to be ok but idk. the car is non turbo and has about 170kmiles on it.

I have not been able to pin the sound down either.

Tension your belts.If you havent replaced them in a while, you might as well just do it.

I have that same sound, but my belts look like if I tighten them they would friggin snap...
