420A Low compression

I got the 420a motor and my compression from left to right is 60-0-30-0 and the car doesn't start.

I got fuel,air,spark, and timing all perfect. What would cause this? My only thoughts are valves, piston rings, or maybe a bad head gasket?

I pulled of the valve cover today and was gonna dive in from there so I'm not to deep in the engine yet. Any ideas or thoughts on what it could be would be greatly appreciated. Thanks
