lost title! never registered. need advice

Some of you have been following my build blog on my 97 GSX shell. I bought the shell from a friend who bought it from the last registered owner with title in Aurora Illinois. My friend did not register the shell as it is just that a shell. Not driveable. No motor no tranny. It's a project car and went into his storage. He bought a 97 supercharged corvette and sold me the 97 GSX shell. He dropped it off here and I promptly put it into my storage. I have spent the better part of the year working on it. I didn't register it as it wasn't driveable. The DMV doesn't have a problem with me not registering it since it wasn't on the road.
Ok long story short I had been expecting to get the GSX running last month and put the title into the cargo pocket of my pants. It actually started 6 days later and then to my horror I found out I sent the title thru the wash. It's nothing but paper pulp. The WI DMV was no help.
I did not know the original registered owner in Illinois. My buddy did not save his name or telephone number. His screen name here on tuners is turbodsmawd420. He lives in Aurora Illinois. DMV is saying basically the only way to get this thing registered in WI is to have him re title it in Illinois and then send me the new title. I don't know his name. If anyone on here knows him personally I really need to get a hold of him.
 
Well... What a ridiculous waste of time the police station was. The lady at the window had never heard of title bond or the abandoned car registration process. The she went on to ask me where the car was currently stored. In my storage in Madison township. "Oh this is Monona township. Not our jurisdiction" was her reply. I said jurisdiction shouldn't matter. She said go to the DMV. I told her the DMV sent me here. She hemmed and hawed. basically did anything to not have to help me in any way. Finally she gave up and called in a co worker who started looking thru the DMV website. Good lord. The DMV told me the first step in this process is to go to police station and have them run the VIN to confirm the vehicle isn't stolen. So she asks me where the car is currently registered. I said Aurora, Illinois. She tells me that I would have to go to the police station in Aurora Illinois to get that info since it would be their jurisdiction. What a joke.
 
There is a few member on here who are in aurora. they can do it for you if you can find and ask them I assume

I almost even offered to pay him to drive around town looking for the guys toyota 4 runner..
 
The process behind a "title bond" is state-dependent. It would not surprise me one bit that something that exists in Georgia does not exist in either Wisconsin or Illinois. A quick google for title bond in the latter two states turns up nothing of real use, for example.
 
when I lost my title they just needed my registration card and a photo ID. if you don't have the registration card then it can end up pretty ugly. most of the times you have to get in contact with the last owner if you never registered it and have him request for a new title since nontechnically he is still the owner.

Going thru DMV problem solvers research line. There is a process in place for getting vehicle re registered without title. I think mostly it's aimed at vintage resto. They're sending me packet guidelines in mail. There's a form in it for the police dept. police dept has to sign off that it's not stolen and all VINs match. I have to go thru insurance co for a surety bond 1 & 1/2 times the value of the car. And I need a proof of purchase for the car which in this case would be my friend in Eau Claire.
After all paperwork is submitted DMV has a work backload of 2 months on processing this paperwork.
So if all goes well I might be able to register this car in mid feb '12.
 
Damm son...Welll looks like you have a little time yet to throw on a couple more mods before you get to drive it..

I'm in the same kind of dilemma..I can't do anything on mine till winter is over..
 
and I'm still waiting... I actuallly got the guys first name Patrick and his phone number and left a voicemail but he never picks up or calls back. Still don't have his last name or his address other than Aurora Illinois.
 
I would suggest filing for a title lien as if you have done a TON of work on the car. That makes you a lien holder of the vehicle, and also guarentee's the origional owner cannot now take the car back from you now that you have it running. I live about 30min from aurora myself, so if you need any help just let me know. I am actually near the aurora area for work all the time.
