K&N filter charger makes loud noise like BOV

I put a K&N filter charger on my 95 Talon TSi and it makes sounds like a BOV. It's really loud. Is that normal or did I install it wrong? It sounds really cool but I'm not sure it's supposed to do that. Thanks for the help!

P.S.-Thanks to everyone for answering all my dumb questions. This forum is a life saver for me!

That is the BOV. its just louder beacuse you have an open air filter instead of that restrictive airbox.
